Planning proposal for the deployment of a regional network of “safe harbor” docking facilities for use during storm events with associated community program for year-round use. Further development of one location included the creation of a new watchtower typology, which housed facilities and localized infrastructure while providing access to the public for viewing the surrounding landscape.
